【摘要】 传统观念认为,自然保护区管理机构是自然保护区唯一的管理主体,区内居民及自然资源一同被看作管理对象。但从实际情况来看,自然保护区的管理和发展壮大,很大程度上要依赖区内居民的积极参与和协助。因此,传统的管理模式应予调整,应顺应全球性自然保护区目标和功能多元化的趋势.采取社区、公众、非政府组织团体等积极参与的合作性共管模式。促进自然保护区社区共管,必须要有制度化安排作保障,应当构建自然保护区社区共管体制,建立生态补偿机制及磋商机制,形成一个相辅相成的管理系统。更多还原

【Abstract】 Traditionally,the management agency of a natural preservation zone is the only managing organ.Residents and natural resources within the zone are all regarded as the objectives of management.But according to the real situation,the management and development of a natural preservation zone are mainly depend on the cooperation and participation of residents in the zone.Therefore,the traditional managing mode should be adjusted.The co-managing mode comprises community,the public and non-government organizations should be carried out with the trend of global and multi-functional natural preservation zone.Regularized system is a must in order to promote the co-managing mode.We should construct the community-managing system and the rule of ecological compensation and consultation,thus form a management system which could complement each other.更多还原
