【Abstract】 As the tourist and leisure function of natural resource becoming marked, it is attended whit great economic value. Nevertheless, development and utilization of natural resource for tourism and its traditional management system come into conflict. It inexorably requests to promote the reform of the property right and correlation system of natural and tourist resource. The authors study the international experience of system reform and the practice in China. Therefore this paper proposes a goal of system reform trying to achieve efficiency and fairness, and also proposes an institutional frame including a group of instruments.更多还原
