模糊数学在环境资源价值评估中的应用——以海河流域天津段为例
Research on River Basin Environmental Resource Value Assessment Model:A Case Study in Tianjin Section of Haihe River Basin
【摘要】 环境资源是社会经济可持续发展的物质基础,而流域环境资源是其中的重要组成部分。以水环境为基础的流域环境对社会、经济、文化的发展至关重要,因此,对流域环境资源的价值进行评估,并把它纳入到国民经济核算体系当中已成为当前的研究热点。本文首先明晰研究环境资源价值的目的、意义和概念,然后分析环境资源价值的构成,提出一套较为完整的流域环境资源价值评估的理论、原则和方法。在此基础上,以海河流域天津段为例,根据上述环境资源价值评估理论与原则,运用模糊数学工具建立流域环境资源价值评估模型,评价海河流域环境资源的总经济价值,并与传统模糊数学方法加以比较。
【Abstract】 The river basin environment, which is based on the water environment, is essential to the development of our society, economy and culture, and thus, river basin environmental resource can be regarded as one of the most important material bases for sustainable development in river basins. Recently, it has been a hot topic that how to assess the value of river basin environmental resource and how to cover it in the System of National Accounts (SNA) to fill in the gap in the field of environmental resource economic accounting system. However, it also is one of the most difficult issues in environmental resource management. Therefore, the main purpose of the study is to seek the reasonable evaluation methods through case studies, in order to solve the problems mentioned above and establish a river basin environmental resource value assessment model to get its value. In the study, first, we will explain the purpose and significance of making a study of the value of river basin environmental resource. Then, by analyzing the structure of the value of river basin environmental resource, i.e. its total economic value, we will put forward a sort of theories, principles and methods for evaluating it. In the last section of the study, a case will be used to demonstrate the methods we have put forward in detail. We will choose Tianjin Section of Haihe River Basin as the research object. Haihe River, as the mother river of Tianjin, has a long history. In the latest decades, Haihe River has been polluted so seriously that it leads to a poor river basin environmental resource, which has blocked the sustainable development of Tianjin City. The results of the case study may change people’s mind and their behavior, change the traditional developing model into a sustainable developing one, and improve the environmental quality of the Haihe River Basin. In the case study, the fuzzy mathematics and other math tools will be utilized to help set up an assessment model. With the assessment model, the total economic value of the environmental resource of Haihe River Basin can be acquired, which, then, could be used to modify the gross domestic product (GDP) and get the Green GDP.
