【摘要】 土地利用规划对社会经济的发展和生态环境都会产生深刻的影响,因此尽早地开展环境影响评价对于保证决策的正确性是十分必要的。区域土地利用规划环境影响评价是对土地利用规划实施后可能造成的区域环境影响进行分析、预测和评价,提出预防或缓解措施。目前,区域土地利用规划环境影响评价没有形成完整的理论体系,本文提出了一系列的评价原则,分析了与其他环境影响评价的关系,介绍了土地利用规划环境影响评价的基本程序和内容。更多还原

【Abstract】 The land use plan may engender the profound influence to the social and economical development and the ecological environment,therefore to carry out the environmental impact assessment as early as possible is necessary for making correct decision.The environmental impact assessment of land use plan is to analyze,to predict and to assess the environmental impact which is possibly engendered by the land use plan,and to propose some precautionary and catabatic measures.At present,there is no mature theory about environmental impact assessment of land use plan.In the paper,series of assessment principles are proposed,and the relationship between the environmental impact assessment of land use plan and other kinds of environmental impact assessment is analyzed,and at last the main process and content of the environmental impact assessment of land use plan is introduced.更多还原
