【摘要】 洪水管理指政府以公平的方式,采取综合的措施,管理、利用洪水和土地,规范人的开发和防洪行为,减轻洪水灾害影响,实现最大化经济效率与社会福利的过程。洪水管理的公共品特性决定了政府在洪水管理中的主导地位,有效率和公平合理的洪水管理政策和措施必须综合考虑与洪水和洪水灾害相关联的社会、经济、政治、资源、生态等方面的影响。洪水风险分析方法是目前定量确定洪水管理政策和措施效率的主要手段,结构化的决策程序则是达到合理的洪水管理的制度保障。更多还原

【Abstract】 Flood management is the process,which the government implements comprehensive measures of flood management and utilization,regulates land and human’s development and flood control activities,so as to reduce influence of flood disasters and maximize economic and social benefits.Flood management,as a public good, determines the leading role of government.In order to take effective flood management policy and measures,social, economic,political,resources and ecological factors that related to flood should be taken into consideration.Flood risk evaluation method is the main tool for quantifying efficiency of flood management.Structured decision-making procedure is the system guarantee for effective flood management.更多还原
