【Abstract】 Based on successful experience of defending the basin wide extraordinary flood in 1998, it is found that transferring from flood control to flood defense is an irrevocable trend along with the arrival of new age. In order to realize flood management, comprehensive measures of lawful, engineering, technical and economical should be applied.
