【摘要】 2001年10月,塔里木河流域实施了对"四源一干"地表水水量统一调度。近年,按照明确的调度目标和任务,采取正确的调度技术路线,配之以行政措施,使调度取得较好成效。但由于调度基础及框架还不够完善,调度工作整体上仍显被动,还需要大力提升政府和耗用水单元各级领导对水权严肃性和以节水求发展理念的认识,加快建设流域初始水权体系,进一步完善一级水权,尽快建设流域重要引用水工程远程监控系统,高度重视和田河与叶尔羌河下游河道疏导。更多还原

【Abstract】 In October 2001, a unified regulation of surface water of ’four sources and one trunk canal’ was implemented in the Tarim River Basin. In recent years, the regulation achieves good result since it has clear objectives and tasks, correct technical route, and effective managerial measures. However, the regulation lacks of legal framework for implementation, as water allocation has been normally conducted passively. The governments at all levels need to pay more attention on water entitlement issue and water conservation, by accelerating formation of initial water rights system. Moreover, remote monitoring system for water diversion should be built. River course training to the lower reaches of the Hetian River and Yerqiang River should be highlighted.更多还原
