【摘要】 农村水务工作在实现北京城市总体规划中占重要位置。目前,在投入政策与管理方式上形成了以政府投入为主,外资投入、受益农民投入并存的多渠道投入体制。针对农村水务面临的形势和挑战,北京市建立完善了四级水务管理体制,形成了政府监管、农民参与、社会监督的良性运行管理体制。在保障北京市水源安全、供水安全、水环境安全,提高农村用水效率的同时,探索建立农村水务良性运行管理机制,以水资源的可持续利用支撑城市发展。更多还原

【Abstract】 Rural water affair management plays a vital role in general planning of Beijing Municipality.At present,the investments for water structures come from multi-channels of governments,foreign funds and beneficial farmers.In order to improve operation and maintenances of water infrastructures,the system of government control,farmer participation and whole society supervision is set up.A sound O&M system is exploited so as to promote development of the city by sustainable utilization of water resources and securing water sources,water supply and water environment and increasing water use efficiency.更多还原
