【摘要】 综述了水权转让和水权市场的国内外研究进展、成果和方法。指出国外相关研究主要是从水权市场作用、建设途径、限制因素等方面展开实证研究和定量研究;国内相关研究则仍处于起步阶段,以对概念的辨析和定性探讨为主;未来我国水权市场研究应重点关注初始水权的分配和保护、水权市场运行机制和特征分析、水权转让效果的定量研究以及水权制度建设中的政府行为分析和相关制度设计等问题。更多还原

【Abstract】 Based on the abundant literature,the advances in research,achievement and methods of water rights transfer and markets at home and abroad were reviewed.It was noted that the foreign research highlighted empirical and quantitative studies on function,construction and limiting factors of water rights markets.However,owing to the initial stage and the shortage of theoretical exploration and empirical studies,the Chinese researchers paid much more attention to concept differentiation and qualitative analysis.Future research in China should include the allocation and protection of the initial water rights,the mechanism and characteristics of water rights markets,the quantitative analysis of water rights transfers,the analysis of governmental behavior in the establishment of water rights system and the design of related institutions.更多还原
