【摘要】 实施人才强校战略是落实科教兴国、人才强国战略,促进高校快速发展的具体措施,要坚持科学发展观,通过创新人事管理制度、创新人才评价机制、转变用人观念和创新管理模式,建设一支思想素质高、业务水平强、具有创新能力和竞争能力的人才队伍。

【Abstract】 To implement the strategy of developing the educational institution through talented people is a concrete measure of carrying out the strategy of rejuvenating the nation through science and education as well as a specific means of fulfilling the strategy of making the country powerful by talents.The scientific outlook on development should be stuck to through innovating the system of personnel management,the mechanism of talents evaluation,and the model of management and by changing the concepts of appointing people.It is imperative to create a well-constructed staff of high-quality people with ideological quality,professional competence,innovation ability and competitive power.
