【Abstract】 This paper aimed at the solutions of the dif- ficulties met in the implementation of Region General Plan- ning,such as the long-term objectives and current needs, continuation and mobility,forced implementation and multi- leadership.Upon these,the author gave out some approa- ches,for example,the backward vertical integration meas- ures,still-dynamic co-ordination mechanism and group and individual incentives in the process of evaluation.更多还原
