【摘要】 水电开发应走生态水利之路。分析了梯级水电工程环境影响具有累积性、波及性和潜在性等特点。在此基础上,指出保证流域梯级开发的统一性与整体性,选择良好的开发模式以及实行流域规划环评是实现流域梯级开发的关键因素,同时,提出了加强理论研究和建立健全相关法制体制是实现有序开发的基本保障。更多还原

【Abstract】 The new ecological hydraulic engineering is the best way of hydropower development.Environment Impact of cascade hydropower project is characterized with accumulating,diffusible and potential effects.Therefore,cascade development in river basin is realized by considering the project as a whole,choosing sound developing pattern as well as carrying out environment impact assessment on river basin planning.At the same time,the authors point out that proper development of cascade hydropower project should be insured basically by enhancing theory study and establishing sound legal system.更多还原
