【摘要】 在西方,非政府组织在公共物品的提供中存在着慈善供给不足、服务活动的特殊性、非独立性和业余主义等"志愿失灵"现象。与西方国家相比,我国非政府组织的"志愿失灵"表现为公众的志愿捐赠严重不足、志愿活动的特殊性、NGO活动中志愿行为不足、公众的志愿参与不足等。对此,政府与非政府组织之间建立广泛的合作伙伴关系,实现民间捐赠制度化,加强志愿活动制度建设等是弥补我国非政府组织"志愿失灵"的有效途径。更多还原

【Abstract】 In the West, non-government organizations have the phenomenon of voluntary "failure" that in the supply of public goods there exist the short almsdeed supply, particularity of service activity, non-dependent and amateur thinking. Compared to the western countries, the volunteer "failure" of the non-government organizations in our country is mainly seen as serious lack of the public voluntary donation, particularity of the volunteer activity, not enough voluntary behavior in the NGO and the lack of the public volunteer participation. The effective way to remedy the volunteer "failure" of the non-government organizations in our country is to establish broad cooperative partner relations between the government and non-government organizations, to realize the system of the folk donation and to strengthen the construction of the voluntary activity system.更多还原
