【Abstract】 Chronologically,this paper analyzes the policy evolvement on floating population in Shanghai since the adoption of the state policy on reform and opening up.And it comes to the conclusion that the policy on floating population in Shanghai has shifted its focus from management to service with expanding service scope and intensified service function.But the service also shows differences among different walks of people.At the same time,the policy elevates its threshold for the floating people who want to apply for Shanghai nationality.Apparently,the population strategy of "controlling population rather than talents" is going to be shaped successfully.更多还原
