【Abstract】 In this article the authors have put forward three principles of moral construction in the new century: firstly,putting people first,which is the principal duty and obligation of the governments at all levels;secondly,putting righteousness first,which puts an emphasis on the citizens how to make a choice between the benefit and righteousness;and finally,putting the benefit of mass first,which leads the public to keep a well balance between the benefit of mass and that of the individual.更多还原
