集体林权制度改革后森林消防面临的新形势及对策

【摘要】分析了集体林权制度改革后我国森林消防将面临的新形势,相应地提出了引导林农成立民间森林消防协会,以乡(镇)或村为单位进行森林火灾危险源辨识、分级与评价,推行火灾保险,开发可燃物安全利用技术,实行有偿扑火制度等10项森林消防对策.更多还原

【Abstract】 The paper analyzed new situation confronted with forest fire prevention after the reform of collective forest property right system in China and proposed 10 measures for forest fire fighting such as setting up non-governmental association of forest fire prevention,identification and gradation as well as evaluation of danger source of forest fire,practicing forest fire insurance,developing flammable utilization safely,and implementing compensable extinguishing fire system.更多还原
