【Abstract】 Firstly, the paper attempts to define productive service industry clusters from two aspects: conceptions of productive service industry clusters and character of productive service industry clusters; then analyzes the main factors that affect the progress of productive service industry clusters; thirdly, summarizes five main modes of the productive service industry clusters.
