加权灰靶决策模型在技术创新项目综合评价中的应用

【摘要】 技术创新是企业提高核心竞争力、获取竞争优势的主要源泉。而技术创新项目的开发存在着很大的风险性,如何准确地评价并选择出最优的技术创新项目尤为关键。目前对技术创新项目的评价主要侧重于技术创新的局部经济效益,对其整体效果的综合评价研究仍处于初级阶段。构建了技术创新项目的综合评价指标体系,运用加权灰靶理论,通过计算其靶心度,将多指标的评价归结为单目标决策,给出了定量的数值评定结果,确定了不同技术创新项目的创新评定等级,确保了评价的客观真实。应用实例证明了该评价方法的科学性和合理性。这对于建立和完善技术创新项目综合评价理论,正确进行技术创新项目决策提供了合理依据。

【Abstract】 Technological innovation is the main source for an enterprise to improve its core competitiveness of enterprises and obtain its competitive advantages. But there is a big risk in developing the technological innovation project, so how to appraise accurately and choose the most superior technological innovation project appear especially essential. The integrated evaluation on the technological innovation project has been still at the initial stage, the appraisal content mainly stresses on part economic efficiency, when it comes to the overall effect and the research,is few. This article has constructed the integrated evaluation index system on the technological innovation project. With the weighted grey target theory, it calculates bull’s-eye degrees and makes multi-objective decision into single purpose decision, and gives quantitative numeric assessment results. Then, the article confirms the innovation ratings of different technological innovation projects and makes the evaluation more objective. It uses the examples to prove that the evaluation method is scientific and reasonable. This has provided the reasonable basis to establish and consume the integrated evaluation theory, as well as to make a correct decision-making on the technological innovation project.
