【Abstract】 Based on the principle and process of one-level sealed tendering, according to the characters of facility tendering, the paper puts forward four strategies such as functional requirement analysis of facility, organization process design of tendering documents, quantity control of bidder and work arrangement of bid evaluation preparation.
