【Abstract】 How to cope with the challenge of public health emergency at present when the health educational staff and funds are insufficient is worth considering and researching. Health educational staff of neighbouring administrative area was concentrated to explore establishing the linkage mechanism of across-administrative region health promotion,so that health education cooperation zone was formed to develop health promotion to cope with public health emergency.
