【摘要】 对黑龙江省东部煤电化基地产业进行合理规划、科学布局,将资源优势转化为经济优势和竞争优势,是做大做强东部地区能煤化工产业的一项重大举措。产业布局是一项系统工程,要走协调发展之路,避免重复建设,需提高资源配置效率。应以科学发展观为指导,以延长煤炭产业链为主攻方向,以"合理布局、有序发展"为总原则。高效利用煤炭资源,以项目为载体,兼顾效率与效益。努力把东部煤电化基地建设成为在国际上具有一定影响力和较强竞争力的重要经济增长板块,推动全省区域经济实现跨越式发展。更多还原

【Abstract】 It is an important measure to make coal-energy and chemistry of the eastern part of Heilongjiang Province stronger through rational planning and scientific arrangement on eastern coal-electricity base of Heilongjiang and alteration from resource advantage to economic and competitive advantage.Industrial distribution is a system project for coordinative development by avoiding repeated construction and increasing the efficiency of resources allocation.Guided by the view of scientific development,rational distribution and orderly development,we focus on extending coal industry chain by taking the project as carrier considering both efficiency and benefit to explore coal resources.In brief,we will make an effort to construct the coal-electricity base and develop it into an important economic growth plate with stronger competitiveness and to advance the leaping development of regional economy.更多还原
