【摘要】 责任是行政忠诚实践中的核心问题,而这个问题实质上需要解决的是究竟谁应该是负责任的主体。关于这个问题,传统的理论中有两种倾向,一种是集体作为责任的主体,另一种则是由个人承担行动的责任,然而这两种理论都存在不同程度的缺陷。因而,在这两种理论指导下的行政忠诚必然走入了实践的困境。如何消除这种困境,我们需要对行政忠诚的责任问题有一个哲学的分析,并希望"为他责任"能够成为消解行政忠诚责任困境的途径之一。更多还原

【Abstract】 Responsibility is a core of the problem on administrative loyalty.Actually,it needs to resolve who is the main body with responsibility.About this question,there is two points.One is Collectivity Reponisibility,another is Individual Responsibility.But these two points have different limitation,so the administrative loyalty on this theoretic conduction must enter the practically predication.How to dispel these predication,we need philosophical analyse on it.Therefore,we hope ’responsibility to others’become the way of resolve this duty perdicament on administrative loyalty.更多还原
