【摘要】 公安队伍是和平时期为公众利益牺牲最多的一个群体。在打击犯罪、维护治安、处置突发事件和抢险救灾等工作中,公安民警"时时有流血,天天有牺牲"。民警伤亡率居高不下,既有社会治安和刑事犯罪形势日趋严峻、公安机关经费紧张、装备不足、警力配置不尽合理等客观原因,也有部分领导和民警自我防范和保护意识不强、缺乏实战演练、执行勤务不规范等内在因素。应从强化管理,教育训练,更新观念,警务保障等方面入手,制定相应的预防对策。更多还原

【Abstract】 The police force makes the most sacrifices of lives for the benefit of the public during peace period,which might be described as"injury and death occur each day any moment".The figure of injury and death keeps high,the reasons behind which lie both in the objective aspects such as the ever-increasing severe situation of social order and criminal offences,the hardship of operation funds,the insufficiency of police equipment,the irrational allocation of the force etc.and also in the inner aspects of police leaders and officers regarding their inadequacy of prevention and self-protection,lack of practical training,and their unqualified performance of police work.Prevention measures,hence,are presented from said aspects as the leadership obligations,enhanced administration,train- ing and education,innovated concepts,and force guarantee etc.更多还原
