【摘要】 为对科研院所科技自主创新能力进行评价,构建了相应的评价指标体系.在此基础上,运用主成分分析法对黑龙江省科研院所的科技自主创新能力进行了实证分析,提取了3个主成分,根据对各主成分的分析结果,在经费保障、人才队伍建设、科技成果转换和扩散3个方面提出了具体对策和建议,对提高科研院所科技自主创新能力具有重要参考价值.更多还原

【Abstract】 In order to evaluate the technology independent innovation abilities of scientific research institutions,an index system was constructed.Based on the principal component analysis method,the research institutions of Heilongjiang Province,in the northeastern part of China,were evaluated and three principal components were extracted.Then each component was analyzed.On the basis of the results,the concrete policies and suggestions were proposed in the aspects such as financial support,talent team construction,and the transformation and diffusion of scientific and technological achievements,offering a valuable tool for improvement of the technology independent innovation abilities in research institutions.更多还原
