【Abstract】 Owing to the essential consistency of trade liberalization and competition policy,the latter must be included in the WTO policy target and legal system,without which it would be incomplete. But there are too many differences and conflicts between WTO anti-dumping system and competition policy,hence in practice the anti-dumping system is more and more replacing the safeguard measures as "the best plan for protective tools",which is why it must be reformed.更多还原
