【摘要】 旅游资源产权配置的效率视其自身属性及行为主体的不同而不同。文章认为,旅游资源的产权属于国家(政府)时资源的配置效率可以达到帕累托最优,但由于现实条件的约束,这一最优状态往往难以实现。而旅游资源的所有权归政府,经营权归私人,这种产权的配置虽然会牺牲一定的效率,但实现了政府、私人、消费者的相对公平分配。更多还原

【Abstract】 The efficiency of the tourist resources property right allocation is different from their attribute and the behavior subjects. The article believed that when the tourist resources property right belongs to the national government,the efficiency of the resources allocation can achieve the Pareto Optimality.But this Pareto Optimality is always hard to be realized due to the conditions restraint.In fact,the tourist resources always belong to government while the management right is private.This property right allocation is less effective than Pareto Optimality,but it can realize the balance allocation among the government,personal and consumers relatively.更多还原
