省域公路网规划大气环境评价方法研究
The Methodology Study of Atmospheric Environmental Assessment in The Super Highway Network Programming of Province Area
【摘要】 公路网规划环境评价针对路网规划及其替代方案的环境影响进行分析、预测和评价,以减缓、避免、消除由于规划缺陷等带来的一系列生态环境问题.大气环境预测和评价是其中的重要方面.从排放量预测、排放因子与系数、路网布局与车流量规划、规划方案的比选等方面,对省域公路网规划大气环境评价方法进行探讨,介绍了广东省高速公路网规划和湖北省骨架公路网规划大气环境评价两个案例,并对两个案例进行了讨论.研究表明,排放量预测评价是目前我国省域高速公路网大气环境评价切实可行的方法,基于通道的评价和分区评价可从不同的视角反映公路网规划的大气环境影响,缺乏对机动车排放系数的系统研究和多方案比选以及规划本身的不确定性是目前我国交通规划环评面临的主要困难.
【Abstract】 Environmental Impact Assessment(EIA)of super highway network plan is a powerful tool to analyze,forecast and evaluate the environmental consequences of the implementation of the plan and its alternative scenarios,and to mitigate or eliminate ecological the environmental problems due to the designing limitation.Atmospheric environmental forecast and assessment is one of the important aspects in EIA of super highway network plan.The methodology of atmospheric environmental assessment in the super highway network planning of provincial area on emission forecast,emission factor and coefficient,road net distribution and vehicle flow plan,and comparison of different plan scenarios were discussed.Two cases of atmospheric environmental assessment of highway network programming in Guangdong and Hubei Province were introduced and discussed.The case studies indicated that emission forecast and assessment was a feasible method in atmospheric environmental assessment in the super highway network programming of provincial area at present in China.Channel assessment and zone assessment will reflect atmospheric environmental impact of road network programming from different points of view.The absence of systemic research on vehicle emission coefficient,lack of comparison of different scenarios and uncertainties of the plan are still the main problems of the environmental impact assessment of transportation planning at present in China.
