【摘要】 集群政策是产业政策在集群层面上的集合,是促进集群提升的重要手段。因此,探索适宜的集群政策成为长期以来集群研究的重点目的之一。作者认为,由于企业集群的发展路径、组织结构和制度环境不同,引发了弹性实施集群政策的思考。从分析集群演化规律入手,首先按照集聚力不同的产生因素划分集群类型;并在此基础上指出集群发展将经历外生集聚力内生化、内生集聚力创新化这样的演化路径;分析在不同阶段集群中企业的主要行为模式和发展障碍;然后由此推断出不同发展阶段下对集群政策的需求,最后有的放矢地提出适合不同阶段的集群政策措施。更多还原

【Abstract】 Cluster policy is congregation of all kinds of industry policies applied to cluster-level,it is an important instrument for the promotion of enterprises cluster,so it attracts a lot of attention on cluster-based research for a long time.On account of the different developing process、organizational structure and institutional environment of enterprises cluster,this paper induces to thinking about necessity of elastic applying of cluster policy.Firstly the paper divides cluster into many types according to the source of force of agglomeration,then it summarizes the evolutionary path of enterprises cluster which will pass through three stages: exogenous force of agglomeration,endogenous force of agglomeration,innovative force of agglomeration.At the same time,this paper analyses clustered firm’s behavior mode and obstacle of success at every evolutionary stage,and deduces their requirement.At last,it proposes the suggests about different cluster policies aiming for different evolutionary stages.更多还原
