【摘要】 针对当前公共项目投资决策方面出现的问题,提出公共项目投资领域的决策思路。根据公共项目的特殊性即项目服务对象是公众的特点,从决策和监督两个方面构建一个从宏观决策、项目决策到项目经营决策的双向沟通的投资决策控制模型,并结合专家评审、社会效益量化等方法保障最终决策的正确性,提高资金利用效率。更多还原

【Abstract】 The paper provided new decision-making way for the problems existing in the public project investing area.According to public project particularity which provides service only for public,and based on two aspects of public investing decision area i.e.decision-making and supervising,it is possible to construct a two-way feed back model among macro-decision,project decision and project operating decision.Combined with expert’s evaluation and society contribution computing way,the model can guarantee final decision correctness,and raise utilizing efficiency of investing funds.更多还原
