【摘要】 伊春国有林区林权制度改革的成败,对我国林业发展及森林资源的保护和利用的影响是不可低估的。国有林区林权制度改革离不开法律的保障。在调查林权立法概况的基础上,分析了现行林权改革法律体系的缺陷并提出了完善的建议:①制定森林资源流转实施办法;②林业行业实施《物权法》需要出台的配套政策措施;③完善林业保险法律法规;④完善林权交易的法律保障;⑤注重法律的宣传、执行与执法监督。更多还原

【Abstract】 The success of the reform of forest property right system in Yichun State-owned Forest Region is of great importance to the forestry development and the protection and utilization of forest resources in China.Without the legal guarantee,the reform of forest property right system for state-owned forest region can not succeed.So based on the pilot study on the outline of forest property right legislation,the limitation of current legal system for the reform of forest property right was analysed and some perfect advices which are suitable to Yichun’s situation were also proposed,namely establishing some implementation measures for forest resource transfer,enacting corresponding policies and measures matched with the Property Law Implement in forestry,perfecting the laws and statutes of forestry insurance,strengthening legal guarantee of transaction of forest property right,and paying much attention to the propaganda,implement and supervision of laws.更多还原
