【摘要】 分析归纳实证哲学的意义、认知机理和范式;认为现代城市规划理论的发展过程,是对社会发展和城市发展规律的认知过程;分析中国城市的生成发展过程中自组织与他组织共同作用的机理,认为城市规划编制的过程均是实证精神与人文精神共轭作用的过程;在中国城市规划范式转变的过程中,应注重从城市发展蓝图向社会发展的公共政策的转变、从经验与理念决策的规划向以科学成果为依据的规划的转变、由城市研究、规划设计、规划管理实施的分离,向"三位一体"运行转变、规划者自身从设计者向公共利益代言人、从技术专家向社会中介人的转变;应以实证的精神来研究人类社会和城市的发展,分析解剖今天城市发展所面临的问题,以观察到的事实为依据,去构建新的城市理论和城市规划的技术标准。更多还原

【Abstract】 This paper analyzes the meaning,cog-nitive mechanism and paradigm of positive philosophy. It finds that the development process of modern urban planning theory is the cognitive pro-cess about the social development and urban development. By analyzing the interaction mecha-nism between the self-organization and hetero-orga-nization in Chinese urban development,it discovers that the process of plan making is the conjugate-ac-tion of positive spirit and humanism. It also argues that in the transition of Chinese urban paradigm ef-forts should be made to transfer the focus of planning from blueprint to public policy,to change from expe-rience-based planning to science-based planning,to shift from the separation of urban study,planning and design,and planning administration to the inte-gration of those three processes,to transit the role of urban planner from designer to spokesman of the pub-lic and from technician to social intermediary. It states that the positive spirit should be applied in studying the human society and analyzing the problems in cur-rent urban development,therefore based on observed facts to constitute new urban theory and technical standards of urban planning.更多还原
