【摘要】 在"十一五"期间,大力削减造纸行业的废水排放量和化学需氧量,淘汰650万吨的落后产能,被淘汰造纸企业要就地销毁生产设备,做到彻底淘汰,是实现造纸工业节能减排目标的关键。国家环保部于2008年6月25日公布的《制浆造纸工业水污染物排放标准》(GB3544-2008),对排放的制浆造纸废水水量、水质提出了极高的要求。中国造纸企业应坚持把节能减排、发展循环经济、建设环境友好型企业作为企业重要发展战略来抓,必须走"科技含量高、资源利用低、经济效益好、环境污染少"的新型工业化道路。更多还原

【Abstract】 The key to realize the goal of paper industry for energy conservation and discharge reduction lies in greatly cutting down chemical oxygen demand and effluent discharge of paper industry during the "11th Five-year Plan", eliminating 6500,000 tons of backward productive capacity and totally destroying on the spot the equipment of the eliminated paper enterprises. The newly issued Discharge Standard of Water Pollutants for Pulp and Paper Industry (GB3544- 2008) by China’s Ministry of Environment Protection on June 25, 2008 advances extremely strict requirements on the amount and quality of effluent discharged by pulp and paper enterprises. China’s paper industry should insist on carrying out energy conservation and dis- charge reduction, developing recycling economy and constructing environment-friendly enter- prises as an important development strategy and must take a brand new approach of being "high in science and technology content, low in utilization of resources, good in economic re- turns and low in environmental pollution".更多还原
