基于演化博弈的矿业企业废弃物处理策略
Mining Enterprises Waste Disposal Strategy on the Basis of Evolutionary Game Theory
【摘要】 为揭示矿业企业破坏或污染环境的深层次原因,应用演化博弈理论对矿业企业废弃物处理进行的博弈分析表明:当不处理矿业企业废弃物的收益大于处理其废弃物的收益、对不处理其废弃物的企业处罚力度过轻或政府环保部门监测费用过高时,矿业企业的废弃物污染环境必然发生。为加强对废弃物的处理,需要构建一个消除矿业企业和政府环保部门之间演化博弈关系的责任与利益因果循环系统。在这一因果循环系统中,存在着非演化博弈关系:矿业企业和政府环保部门共同承担处理废弃物的责任,分享处理废弃物的利益。
【Abstract】 To discover the root reason of environment pollution,the paper makes an analysis of mining enterprises waste disposal by virtue of evolutionary game theory.The result shows that when the payoff for dealing with the waste residue of the producing pollution’s enterprises is larger than not,or the punishment on the enterprises who don’t deal with the pollutant is too light,or the monitoring cost of the environmental protection department is too large,then environment pollution is inevitable.To solve this problem,a causal circle system to eliminate the evolutionary game relationship between mine enterprises and environmental bureau should be built.In this system,enterprises and government should both take on the obligation of waste disposal and share the benefit.
