【摘要】 西部地区经济发展的水平和工业化进程相对落后性决定了西部统筹城乡发展的特殊性。通过对西部地区城乡关系和工农关系基本态势的评价,西部地区不具备选择经济发达地区的建工补农模式的条件,而应当选择政府主导、财政支持的工业化与城镇化的协调推进模式。这一模式的实现路径有:以农村的城镇化、城镇的城市化、农村工业化推进西部地区的统筹城乡发展,完善西部地区统筹城乡发展的支持体系。更多还原

【Abstract】 The development level of the western region of China and its relatively backward development of industrialization process determine the particularity of balancing urban and rural development in the western region. According to the judgment of relationship between the urban and rural areas and that between industry and agriculture in the western region, it does not have the conditions to choose the model of "subsidizing agriculture by industry" in the developed areas, and it should choose the model of coordinated development of industrialization and urbanization which are led by the government and supported by finance. The realization paths of this model are as follows: promoting balancing urban and rural development in the western region by rural urbanization; accelerating balancing urban and rural development in the western region by cities and towns’ urbanization; promoting balancing urban and rural development in the western region by rural industrialization; all of these are to improve the supporting system of balancing urban and rural development in the western region.更多还原
