【摘要】 在参与方之间合理地分配风险,对于公共项目的成功是至关重要的。在已有研究成果的基础上,提出了公共项目的风险分配标准,借鉴国外基于模糊逻辑的风险分配方法建立了公共项目风险分配模型,并对基于模糊逻辑的风险分配方法进行了详细介绍。其中提出的公共项目风险分配模型将主观的、模糊的风险分配过程转化为系统化、更加理性的定量分析过程,同时不失人类思维的灵活性与适应性,对实现公共项目合理的风险分配具有重要的参考价值,尤其是对各公共项目中特有风险或争议性风险的分配具有量体裁衣的战略意义。更多还原

【Abstract】 A proper risk allocation among contracting parties is of vital importance for public projects.A series of risk allocation criteria are presented in this paper based on the existing research results.A risk allocation model is established by utilizing the abroad risk allocation method based on fuzzy logic.This model transforms the subjective,vague process of risk allocation into a more systematic and rational quantitative-based analysis process.It will benefit the realization of the proper risk allocation for public projects,especially has strategic importance to the project-specific risks allocation and the controversial risks allocation.更多还原
