【摘要】 政府与第三部门的伙伴关系在全球兴起,在我国也初现端倪。文章在梳理了政府与第三部门的伙伴关系的理论来源与理论脉络之后,以SQ社会工作服务社运作模式为例,通过初级文献资料分析、访谈两种研究方法进行研究,认为政府与第三部门伙伴关系的达成,需要双方基于一个相互认同的目标,在一种相对自主、参与公平、责任明确、程序透明的框架中,实现一种优势互补、相互学习、包容适应的动态平衡。更多还原

【Abstract】 The recent years have seen a global rise of the partnership between Government and the Third Sector, with a starting development in China. After combing the theoretical basis and structure of the partnership of Government and the Third Sector, the paper takes as an example of SQ Social Work Services Operation Pattern, and by means of literature review and interview, it arrives at the conslusion that the achievement of the partnership requires that the two parties reach a dynamic balance of mutual complement and adjustment in a democratic, fair, and transparent framework based on a mutually recognized goal.更多还原
