【Abstract】 At the end of the 1980s, in USSR, along with the formulation of the socialist theory that rule the country by law, great changes had taken place in the concept and status of constitution, and reform of the existing system of constitutional review was need urgently. Constitution Oversight Committee of the USSR was established against this background. However, due to the non-independent status of Constitution Oversight Committee of the USSR, the operation conditions was below expectations, the process of exploring other effective Constitutional Review system remains to be continued by the Russians.更多还原
