【摘要】 公共卫生制度是欧盟社会政策的一个重要方面,也是欧盟成立的社会基础之一,关系到欧盟民众的切身利益。该政策一定程度上也是与欧盟一体化进程相互作用的。在欧盟条约对与公共卫生有关的主要事项作了专门规定的同时,公共卫生因素也影响了欧盟的机构设置和相关政策的制定。欧盟虽然在公共卫生领域采取了一系列行动,也取得了一定的成绩,但受超国家实体这一性质的制约,公共卫生制度改革也遇到了诸多障碍。更多还原
