【摘要】 本文重点分析了改革前后我国农业科研投资及其结构变化趋势,并通过国际比较,探讨中国农业科研投入存在的问题和对策。研究表明,20世纪90年代末以来科研改革,显著地促进了我国政府对农业科研投资的增长,但农业科研投资仍然不足;同时农业科研投资竞争性经费所占比例过高,影响了农业科研的长期规划,制约了农业科研效率的提高;中国要建立多元化的农业科研投入机制,还需要做出巨大的努力。更多还原

【Abstract】 The overall goal of this paper is to examine the key policy issues encountered in agriculture research through analyzing the general trends and structure of agricultural research investment and international comparisons.The results show that China’s agricultural research investment has increased significantly after its reform initiated in the late 1990s. However,overall investment is still very low.Moreover,most of increase in the investment has been in the term of com- petitive grants,which has significantly reduced the share of core funding and may have negative affected the long-term strategic plan and research efficiency.The great effort is also needed to encourage the private sector to engage in agricul- tural research.更多还原
