【摘要】 现行高等教育财政拨款制度是影响我国高校人才培养质量的因素之一,拨款制度应该与学校办学水平、社会声誉等相结合,激励高校把人才培养质量作为工作中心。努力实现质量评估与财政拨款的有机结合,培育教育中介组织,将教育财政拨款与毕业生实际就业率适当挂钩以及建立社会监督和举报制度等,均是保证人才质量的外部力量。更多还原

【Abstract】 Advancing the quality of talents is a lifeline of universities.Among the various factors influencing the quality of universities’ talents cultivation,the deficiency of current education financial allocation system is an important aspect and not be neglected.Financial allocation system should be combined with the universities’ level and their social fame to stimulate them to center on the improvement of talents quality.To fulfill the combination of quality evaluation and financial allocation,to cultivate the educational intermediary organization,to link up education financial allocation with graduates’ employment rate and to establish social supervision and report system,all of those above are exterior strength to ensure the quality of talents.更多还原
