【Abstract】 The modern public choice theory thinks that the power body in political market is also an "economic body" reasonably pursuing the maximum interests.If there is no binding or constraint mechanism to soften this kind of benefit pursuing,then the self interest between government and its official will extend continuously.For the sake of reducing negative effect,the administration power must emphasize various principles of the administration procedure and system and realize legal protection of administration procedure in power control.更多还原
