【Abstract】 In this paper, we proposed a framework for analyzing the information bearing capacity of an information system based upon the related semantic theories of information. Then, the information bearing capacity of an information system was determined by sound and complete analysis. Finally, an information system was classified in terms of how well the system met targeted informationrequirements of users.
