【摘要】 目的:通过对浙江省不同经济类型试点县新型农村合作医疗基金运行状况的对比分析,为调整和完善基金运行方案提供依据。方法:根据试点前即2002年农民人均收入及人均GDP指标,将27个试点县划分为经济发达、中等和欠发达等3个不同经济类型地区,利用2004—2005年新型农村合作医疗年报资料,用Excel2000对数据进行处理分析。结果:2005年与2004年相比,不同经济类型试点县新型农村合作医疗基金收入总额显著增长,其中,政府财政投入增幅达52.30%;住院补偿受益率和补偿率增幅分别为113.02%和11.32%,门诊受益率增幅为102.06%;次均住院补偿费用增幅为24.20%,高于平均筹资水平增幅的16.00%;平均基金结余率为24.78%,下降22.56%。结论:政府财政支持力度、筹资水平与参合程度基本体现了不同经济类型地区的特点,新型农村合作医疗基金运行基本平稳,运行效率呈明显优化趋势。应提高经济欠发达县参合率,开发不同类型经济地区农民潜在的筹资能力,逐步改善筹资的合理结构,及时调整补偿方案,最大限度地提高农民的受益程度和补偿水平。更多还原

【Abstract】 Objectives Analyzing comparatively operational status of new rural cooperation medical system(NCMS) fund through 27 trial counties of the different economic type area in Zhejiang province,It provides reference basis for adjusting and consummating fund running plan of NCMS.Method According to average income and GDP of per peasant in 2002,27 trial counties which being divided into three types of economic developed,moderate,and less developed county,analysis with Excel2000 program of the data in the statistical report in 2004 and 2005.Results Comparing 2005 with 2004,the NCMS fund income whole 27 trial counties increase out standing,which growth 52.30% about the fund-raising of all levels governments;benefit and reimbursement rate in hospital increase by 113.02% and by 11.32%,clinic benefit rate increase by 102.06%,average per sequence reimbursement fee in hospital increase by 24.20%,which higher 16.00% than average fund-raising level increasing of per peasant;fund surplus rate was 24.78%,deceasing by 22.56%.Conclusion The strength about the fund-raising of all levels governments,fund-raising level and participating extent embodies the characteristic of the different economic type area.NCMS fund runs smoothly and running efficiency presents obvious excellent tendency.It provides enhancing the participating rate in less developed county,developing peasant’s latent ability of fund-raising,improving rational structure of fund-raising step by step,as well as adjusting the NCMS plan in time,making best hard to enhance benefic rate and Reimbursement extent of peasant.更多还原
