【摘要】 在研究世界主要国家石油储备管理体制和运行机制、总结其共性经验的基础上,提出了建立我国石油储备管理体制与运行机制的构想:本着适度集中、政企分开、机构精干的原则,建立起由中央统一管理,决策层、管理层和操作层相互分离的三级管理体制。在石油储备的储存、动用等环节采取政府监管、社会参与、市场化运作的方式,最终形成管理科学、调控有力、高效灵活、费用节省的石油储备运行机制。更多还原

【Abstract】 According to experiences on management and operation mechanism of petroleum reserve in some major countries, a new concept on China’s petroleum reserve system is formed. According to this concept, we should establish a three-level (decision maker-manager-operator) management system under centralized management of central government basing on the principles of moderate concentration, separation of government and industry, and effective organization. A set of methods including government supervision, social participation and marketization operation should be applied in storage link and withdraw link of petroleum reserve. By this way, we can finally set up an effective petroleum reserve operation mechanism with functions of scientific management, effective adjustment, high efficiency, good flexibility and cost saving.更多还原
