【摘要】 在城市化进程中,农村集体土地大量被征用,大量的农民被迫离开土地。农民失去了土地也就丧失了最基本的社会保障,社会也由此倍增了不稳定因素,国外在这方面已有前车之鉴。解决此问题的根本出路在于土地被征用后,政府应为失地农民提供长远的生活保障,真正达到提高农民的生活水平和维护社会稳定的双重目的。因此,为失地农民建立安全有效的社会保障安全网是当前政府亟待解决的重要问题。更多还原

【Abstract】 In the process of urbanization,great amount of collective farmland has been confiscated and farmers are forced to leave their land that they depend on for survival.While farmers lost their lands,they lost their basic social security;consequently,the instability of our society is also increased.As for this problem,many foreign countries have drawn lessons from such mistakes.The basic route to solve this problem is to provide the long-term life security for farmers after their lands are confiscated so as to achieve the double purpose:boost farmers’ life level and protect the social security.Therefore,it is urgent to build an effective social security net for land-losing farmers.更多还原
