【Abstract】 The traffic construction is the important component of the economic development in Qinghai-Tibet plateau,while the traffic legislation is the significant issue which influences directly the good development of traffic facilities and the construction of resource-economized and environment-absorbed society in Qinghai-Tibet plateau.
