借文化体制改革之风 解报业产业发展难题
On the Reform of Cultural System and the Development of Newspapering Industry
【摘要】 本文围绕文化体制改革的目标任务要求,分析了中国报业领域存在的问题:主报失势,子报失调;报业集团集而不团;行政方式仍在配置报业资源;报业的产权制度不健全。以此为出发点,提出了解决报业发展的对策:发挥党报的主流作用;坚持公益性文化事业和经营性文化产业两手抓;加快体制机制改革;转变政府职能;培养真正的报业市场主体。
【Abstract】 According to the aim and requirement of the cultural system reform,the paper analyzes the problems existing in Chinese newspapering field and puts forward some measures for the newspapering development,in order to bring the main body of the Party’s newspaper into play.
