【摘要】 农民普遍认为由国家出钱、农民出工、村委会组织来建设新农村。农民急需政府解决社会保障和孩子学费负担。有的地区村委会的职能没有很好地发挥,缺乏村民的参与和认同;有的地区村委会能够发挥作用,但是农民也表示出对村委会贪污腐败、挥霍村集体财产的担忧。大部分农民认为只能出工建设新农村,反映了农民缺乏参与意识和主体意识。更多还原
