【摘要】 集体林权制度改革有利于林农增收、农村社会和谐,有利于林业发展,是一场伟大的制度变革。这项改革尊重民意,由林农自己做主,实现村民权益均等,是农民用民主的方式获得权益,进而解决民生问题的一次伟大的民主实践。当前的主要问题是基础工作滞后。建议:循序渐进推动林改,重在基础,贵在质量;进一步与有关部门协调,尽快出台配套改革的政策措施;转变观念,转变职能,建立新型的林业行政管理体制;重视林业产权理论研究,加强林权制度的法理化建设;动员相关科技机构,应用高新科学技术为林权制度改革和林农服务。更多还原

【Abstract】 Collective forestry tenure reform is a great revolution, which acclimatizes social situation, promotes forestry development, benefits forest farmers, and supports social harmony of rural area. During the reform period, always respects to public opinions, forestry farmers make full use of their equal rights to obtain their civil rights, and further solve the problems of livelihood, is the great practice of democracy. The main problems nowadays are draggling of basic works and corresponding reform, with which we suggest:that the reform of forestry right must be put forward actively and steadily, fundamental and high quality works must be taken, corresponding policies must be established. Transform the traditional concept and function, foundation of forestry administrative management systems. Theoretic and legal study must be taken regarding the forestry property rights. Scientific institutes shall be mobilized to serve and support the reform and new development of forestry with high technology.更多还原
