【摘要】 通过对海南省天然林保护情况的调查,对其生态、社会、经济和企业发展进行了分析评价。结果表明,天然林保护工程对海南省森林资源保护、生态环境建设、社会经济发展等产生良好的效果,给森工企业发展和当地居民生活改善带来了一系列新变化。针对工程存在的对国家经济依赖性强、后续支柱产业尚未形成、林区基础设施和公共服务落后等主要问题,提出了调整完善天保工程实施方案、多目标经营资源优势产业、加快创新森工企业发展机制、强化林区基础设施建设和公共服务等政策措施。更多还原

【Abstract】 Through the survey on the Natural Forest Protective Project(NFPP) in Hainan province,its ecological and socioeconomic effects were evaluated and analyzed. The results showed that NFPP had great effect on the ecological and socioeconomic benefit of Hainan province, and brought lots of new changes to the forestry enterprises and residents. Aiming to the primal problem of the program, we propose some Policies and measures that can improve the plan of the program,Multiple target manage into the advantage industry of resources,accelerating the new enterprises policies and measures such as developing mechanism ,strengthening forest region construction of infrastructure and public service.更多还原
